Although student finance England and Wales state on their
websites that you can apply now for students who are normally domiciled in the
rest of the EU the situation is somewhat different
They will need to apply on a paper based form called PN1
which will be available to download soon from www.gov.uk/students-finance-forms
further details may be updated about when the form is available on https://www.gov.uk/student-finance-forms/y/eu-full-time/year-1314/new-student
Ignore the information currently on the website that states applications
are open and only online forms are accepted. This only applies to UK
based students. The forms must be submitted in April 2013 – the exact date is
not yet known.
